One who takes beings over to the other shore of the ocean of Samsaara.
This is a typical Hindu phrase- crossing the ocean of the Cycle of Birth and Death (Samsara).
Jains and Buddhists and Sikhs also follow this tenet.
Jains use the word Tirthankara for their saints or Gurus.
The word tirthankara signifies the founder of a tirtha, a fordable passage across saṃsāra, the sea of interminable birth and death.
Tiruvalluvar, author of Tamil Veda Tirukkural used the exact wrds of Adi Shankara. Here it is:
None can swim the great sea of births but those who are united to the feet of God.
This is in all Hindu Bhajan songs.

பிறவிப் பெருங்கடல் நீந்துவர் நீந்தார்

This is in all Hindu Bhajan songs. Only Hindus call this birth and death a disease. Because of this doctrine
Rudram in Yajur Veda, V.S. part of Mahabharata called God as Bishak/Doctor and the medicine He gives as Besajam.
Adi Shankara (aadi) also mentioned it in his famous hymn Bhaja Govindam :
“Being born again, dying again, and again lying in the mother’s womb; this samsara is extremely difficult to cross over. Save me, O destroyer of Mura, through your infinite compassion.”
पुनरपि जननं पुनरपि मरणं,पुनरपि जननी जठरे शयनम्।
इह संसारे बहुदुस्तारे,कृपयाऽपारे पाहि मुरारे ॥२१॥
punarapi jananam punarapi maranam punarapi janani jathare sayanam,
iha samsare bahudusare krpaya’pare pahi murare – 21

One who helps Jiivas to go across the ocean of Samsara. Or it signifies Pranava (Om) with which the deity is one.

Niyantaa- Word No.864
One who appoints everyone to his respective duties.
When a country elects its Prime Minister or President that person only appoints ministers to different departments knowing their capacity and knowledge. God also gives us what we deserve.
In Hindu literature, in Sanskrit and Tamil, the king is celebrated as God . In fact the word God and his Palace are interchangeable.
Tiru Valluvar also considered the King as God. It is evident in several Kurals. He even talks about miracles in the land of a just king. About allocating duties Valluvar says,
“Having examined and decided that this job could be competently done, with these means
By this person, he may be left free to do it on his own.”
குறள் 517:
இதனை இதனால் இவன்முடிக்கும் என்றாய்ந்து
அதனை அவன்கண் விடல்.- Kural 517
