A history-sheeter is a person with a long criminal record in India, often subject to police surveillance and restrictions. Arunagirinathar used this word.
Of late we find the word History sheeter in Indian English Newspapers almost every day. We have the headlines like
History sheeter shot dead in police encounter
History sheeter escaped from lock up etc.
It has become a journalist cliché.
Interestingly Tamil poet Arunagirinathar used the word in one of his Tiruppugaz songs about 500 years ago. He composed thousands of poems on Lord Skanda/Kartikeya/ Muruga in Tamil; we are fortunate to recover over 1300 of his pomes sung in 200 Muruga shrines in South India. A few are composed in Sri Lanka and North India. He even sang about the unknown Bhairavi Vana on the banks of Sarswati River. He also made a controversial statement that Tirupati Balaji is Lord Subrahmanya!
In the following song composed near Kumabakonam in Tamil Nadu, he listed 11 types of wicked people who will be reborn as low lives like dogs or worse than dogs.

AchAra veenak kudharkka dhuttargaL: Those despicable people lacking in discipline and engaging in controversial arguments;
mAthA pithAvaip pazhiththa dhuttargaL: those base people who abuse their parents;
AmAvin Unaich cheguththa dhuttargaL: those cruel ones who kill the cows for eating the beef;
paradhAram AgAdh enAmaR posiththa duttargaL: those depraved ones who cohabit with others’ wives without any pricking of conscience;
nAnA upAyach charithra dhuttargaL: those History Sheeters who are notorious for resorting to multiple trickeries;

UrArgaL Asaip pidhatru dhuttargaL: those blabbermouths who go on prattling that they possess all the avarices of the entire town;
kOlAla vALviR serukku dhuttargaL: those arrogant rogues brandishing swords and bows stridently;
gurusEvai kUdAdha pAvath thavaththa dhuttargaL: those sinful people who had not deserved to do any service to their masters and kept piling up sins and vices; and
eeyAdhu thEdip pudhaiththa dhuttargaL: those stingy people who amass wealth and hide it away. – all those wretched people
kOmALa nAyiR kadaip piRappinil uzhalvArE: will take a birth baser than that of a boisterous mad dog and suffer in that birth miserably.
